Channel choice changes who can attack you. The October 4 note describes standard channels and PvP channels. The October 29 letter later names Peace and Conflict Channels, and it keeps a party together across them.
The October 29 letter does not say that Peace and Conflict Channels rename the October 4 standard and PvP channels. Read the two notes as two descriptions, not as one renamed pair.
Don's October 4 post is the note that separates standard channels from PvP channels. Channel choice changes who can attack you before a fight starts.
On a standard channel, players cannot attack each other. The October 4 note is the place that draws that line. It is the channel to pick when you want monster fights without player attacks. Nothing in that note adds a timer, a safe zone radius, or a level gap on top of the rule.
2
PvP channel
A Nui Statue is the switch into a PvP channel. Killing monsters there grants 10 to 15 percent bonus EXP. The note ties that bonus to monster kills, not to defeating another player. No death penalty, gear drop, or damage reduction is printed beside the statue.
3
Peace and Conflict
Peace and Conflict Channels keep a party together. That is the October 29 rule: the group does not split when the channel type changes. The letter does not add a new EXP percent, a new statue, or a new attack ban under these names.
Combat and other players
Combat
The only combat number in the October 4 note is 10 to 15 percent bonus EXP on monster kills in a PvP channel.
Other players
Standard channels block player attacks. PvP channels are the ones you enter at a Nui Statue. Parties stay together on Peace and Conflict Channels.

The store frame is a cliff road toward a fortress. It is an environment plate, not a combat interface, and it does not name a channel.
A cliff road leads toward a fortress of banners and statues in low sun.
